Senator Kirk on Piracy

I am going to sit on this before I comment. Below is the 5 minute video.

This is the Kirk report on piracy (PDF). A few quick thoughts.

1. I give Senator Kirk credit because he is trying to work on the problem.
2. I believe there is something here that looks like a starting place.
3. I would like to see better sourcing for the data provided.
4. I believe there is a lot of room for discussion regarding the suggestions
